These are pre-cut holes, that you must weld into your existing firewall. Could also be glued in with professional grade sealant. This kit includes everything for the firewall, does not include A/C blower, at the top of the rain tray.

Seen below is the full MK1 engine bay plug kit. This kit consists of everything to weld in the front cross member, inner fenders on both sides & the firewall.
