This bezel is intended to fit 2 5" gauges and 4 2-1/16" gauges. While you may not modify the kit for purchase, if you already own the bezel and are just trying to buy new gauges, so long as they fit the dimensions, you would be able to.

This is a complete kit. You will likely not need anything else other than perhaps some extra wire and terminal ends for your install.

why is there not a dash kit with the 3and 3/8 speedo and tach holes for a 69 Camaro?

At a bare minimum we would recommend the 5284 LS install kit. We would also recommend reviewing the 5284 installation guide/instruction that we list on the 5284 product page. It’s incredibly helpful and covers LS installation for most of the common installation. You may need a 9117, but that will be addressed in the 5284 guide. https://www.autometer.com/pub/media/manual/2650-1563.pdf

Will this fit to the factory wiring harness

Thank you for your question. None of our gauges or kits are made to work with a factory wiring harness. Our electric gauges will come with the sending units they require and you will need to run wiring from those sending units to the terminals on the back of the gauges.
